Zhengzhou is actively building a market-oriented investment promotion framework involving the collaboration of government, enterprises, and professional institutions. Focusing on 20 key industrial chains, including intelligent terminals, automobiles, and artificial intelligence, Zhengzhou Municipal Bureau of Commerce has deepened efforts to attract investments aligned with industrial upgrades.

In 2025, Zhengzhou will prioritize future industries, strengthen measures to attract new investment in scientific research, and introduce projects in next-generation information technology, new energy, new materials, metaverse systems, quantum technology, artificial intelligence, humanoid robots, and advanced energy storage. These emerging and future-oriented industries are projected to account for 70% of newly signed projects, bolstering a high-end, high-quality, and high-efficiency industrial ecosystem.

2025年，郑州将着眼未来新兴产业，强化科研领域招商，引进一批新一代信息技术、新能源、新材料等新兴产业和元宇宙、量子信息、人工智能、人形机器人、新型储能等未来产业项目，新兴产业和未来产业项目签约占比达到70%，有力支撑高端化、高品质、高效能产业体系。

Externally, Zhengzhou will expand its connection to the world via the four "Silk Roads". For the Air Silk Road, Zhengzhou will deepen its "dual hub" cooperation with Luxembourg and Kuala Lumpur to achieve global connectivity with major cargo airports. For the Land Silk Road, Zhengzhou will extend the China Railway Express and international cross-border road transport (TIR) routes to Europe, Central Asia, and ASEAN, and open dedicated channels for fruit imports via the China Railway Express. For the Online Silk Road, Zhengzhou will cultivate 10 key "cross-border e-commerce & industrial belts," empowering 30 industrial enterprises to embrace digital upgrades, and accelerate the global deployment of overseas warehouses. For the Maritime Silk Road, Zhengzhou will reinforce collaboration with major ports like Shandong, Lianyungang, and Ningbo Zhoushan to establish itself as an inland "dry port."

向外融，“四条丝路”拓展开放通道。“空中丝路”方面，将深化郑州—卢森堡、郑州—吉隆坡“双枢纽”合作，实现全球主要货运机场全部通航。“陆上丝路”方面，拓展中欧班列、国际跨境公路运输（TIR）至欧洲、中亚、东盟线路，打通中欧班列水果进口运输通道。“网上丝路”方面，打造10个重点“跨境电商+产业带”，推动30家产业带企业“触网升级”，加快海外仓全球化布局。“海上丝路”方面，加强与山东港、连云港、宁波舟山港等主要港口密切合作，打造郑州“无水港”。

Internally, Zhengzhou will build 3–5 nation-leading 100-billion-yuan market clusters, propelling its small commodity, apparel, auto trade, and agricultural product markets into the top tier nationwide. In addition, Zhengzhou will drive the transformation and upgrading of traditional wholesale and retail industries, vigorously develop modern supply chains, and enhance the digitalization, standardization, and sustainability of key enterprises.

向内融，郑州市将打造3至5个全国领先的千亿级市场集群，助推小商品市场、服装市场、汽车交易市场、农产品市场迈进全国第一方阵；推动传统批发零售业转型升级，大力发展现代供应链，提高骨干流通企业数字化、标准化、绿色化水平。

In 2025, Zhengzhou will expand subsidy programs for trade-ins in accordance with relevant national and provincial policies, increasing the number of eligible home appliance categories from 8 to 12 and adding electronics like smartphones, tablets, and smartwatches (wrist bands).

2025年，聚焦以旧换新重点消费领域，郑州依据国家、省相关政策持续扩大活动覆盖面，家电产品由2024年的8类增加到12类，电子产品新增手机、平板、智能手表（手环）补贴。

With a focus on the integration of culture, commerce and tourism, Zhengdong New District will guide centers like MEET ON and inPARK to attract iconic, innovative brands through themed initiatives. Zhongyuan District will leverage newly signed commercial projects like large-scale commercial complexes to create Thai-style exhibition halls and cultural streets as landmarks. Erqi District will promote smart upgrades in its commercial hubs like Erqi Trading Area and MixC, explore revitalization models for aging retail spaces, and encourage scenario-based renovations tailored to individual stores.

聚焦文商旅融合消费新场景，郑东新区将引导海汇港、银泰 Inpark 围绕特色主题，积极引进具有代表性、创新性的品牌商家入驻。中原区将依托大型商业综合体项目陆续签约落地的契机，建设具有泰国特色的“泰国展馆”和风情街等网红地标。二七区将推动二七商圈、万象城智慧建设，探索老旧商业改造路径，鼓励商业综合体“一店一策”场景化改造。
